Sec. 1. PRESIDENT: The elected President shall serve a ( 1 ) one year term of office.
Each succeeding election, the name of the candidate for President must be placed into consideration for office by written notice given no less than ( 30 ) thirty days prior to scheduled elections.
The President shall preside at all Meetings, unless excused by the No Vote Proviso, and as a Member of the BOARD shall vote only to break a tie.
The President has the responsibility and the power to represent and to speak for the S.G.V.D.A. in all matters of inter organizational and intra organizational business and events.
The President has the responsibility and the power to appoint an ad hoc committee to assist and advise the BOARD in special matters and events.
The President's signature shall be one of tree ( 3 ) three valid and authorized signatures on the S.G.V.D.A. checking account.
The responsibility and powers of the President shall include, but are not limited to those responsibilities and powers enumerated in the S.G.V.D.A. Bylaws provided that said responsibilities and powers do not violate ARTICLE VI, Sec. 3. and 4., of the Bylaws.
Sec. 2. VICE PRESIDENT: Vice President shall serve a ( 1 ) one year term of office.
The Vice President shall assist the President in maintaining the efficiency of operation of the S.G.V. D.A. Board.
In the absence of the President, the Vice President shall assume all responsibility and powers of the President provided that said responsibilities and powers do not violate ARTICLE VI, Sec. 3. and 4. of the Bylaws.
Sec. 3. SECRETARY: The Secretary shall serve a ( 1 ) one year term of office.
The Secretary shall have the responsibility and powers of assisting the President and the Vice President in maintaining the efficiency of operation of the SG.V.D.A. Board.
The Secretary shall record the minutes of all meetings, handle all correspondence, record, file and copy the weekly standings of team and/or individual statistics or standings, and distribute all meting notices.
The Secretaries's signature shall be on the ( 3 ) three valid and authorized signatures on the S.G.V.D.A. checking account.
The Secretary may be paid for the above mentioned responsibilities of his/her office at the discretion of the Board.
In the absence of the President, Vice President, the Secretary shall assume all responsibility and powers of the President provided that said responsibilities and powers do not violate ARTICLE VI, Sec. 3. an 4. of the Bylaws.
Sec. 4. TREASURER: The Treasurer shall serve a ( 1 ) one year term of office.
The office of Treasurer shall be bonded.
The Treasurer shall have the responsibility and the power and shall have custody of all S.G.V.D.A. funds and shall promptly deposit, in the S.G.V.D.A. bank account, all monies received.
The Treasurer shall be responsible for the collection of fees and fines, and will be required to submit a monthly, itemized cash statement to the Board, and to prepare and submit a summarized quarterly and annual financial statements with regard to the Membership.
The Treasurer, at the discretion of the Board, shall submit the accounting books for an annual audit at the end of each calendar year.
The Treasurer's signature shall be one of three ( 3 ) valid and authorized signatures on the S.G.V.D.A. checking account.
In the absence of the President, the Vice President and the secretary, the Treasurer shall assume all responsibility and powers of the President provided that said responsibilities and powers do not violate ARTICLE VI, Sec. 3., and 4., of the Bylaws.
Sec. 5. RECORDING SECRETARY: It is not necessary for the Recording Secretary to be a Board Member. He/She may be appointed, from the General Membership, by the President to assist the Secretary in his/her duties and responsibilities.
The Recording Secretary shall be under the direct supervision of the Secretary and be responsible for reporting and completion of weekly team results.
The Recording Secretary may be paid for the above mentioned responsibilities of his/her appointment at the discretion of the Board.
Sec. 6. BOARD MEMBERS: The Board Members shall serve a ( 1 ) one year term of office.
The number of Board Members shall be governed under ARTICLE V of the Bylaws. At this time the BOARD shall be comprised of ( 9 ) members.
The Board Members shall assist in administration of S.G.V.D.A. POLICY.
The Board Members shall be advisors of the various league teams during league play.
Sec. 7 Should the office of President be vacated, for any reason, the Vice President shall assume the office of President. If the office of Vice President is vacated at the time, the senior Board Officer shall assume the duties of the President. If the office of Vice President is vacant at the time, the Senior Board Officer shall assume the duties of the President and call for an Election Meeting within ( 30 ) days of the vacation of said office, for the purpose of filling the vacated office.
Sec. 8. NO VOTE PROVISO: All Board Members have one vote subject to the following: The President votes only upon a tie. No Board Member may vote on operational procedures or protests taking place in the division or sponsoring establishment in which he/she plays.
Should this proviso reduce the Board Members below Quorum requirements it shall be the responsibility of the Senior Neutral Board Member to assemble a quorum from the list of Neutral Captains.
Sec. 1. These Bylaws may be amended with 2/3 majority of eligible voters present pursuant to ARTICLE VIII, Sec. 2.
Sec. 1. the BOARD shall have the authority to enter into contracts and agreements in the name of the ,S.G.V.D.A. pursuant to ARTICLE VI, Sec. 3., 4.
Sec. 1. A legitimate expense is defined as any expenditure which is incurred as the result of carrying out the objectives of the BOARD.
Sec. 2. Legitimate expenses, pertaining to S.G.V.D.A. League, and which is incurred by a Member in the course of carrying out specific BOARD objectives, and which does not exceed the dollar amount of $??.?? in any single season, shall be submitted in receipt or invoice form, to the BOARD for reimbursement.
Sec. 3. Expenses which are anticipated to exceed the dollar amount of $??.?? in any single season, shall be submitted in receipt or invoice form, to the Board for verification and reimbursement.
Sec 4. Reimbursements shall be paid at the next Board meeting following the expenditure.
Sec. 5. Mileage of $0.15 cents per mile is a legitimate expense when done in conjunction with S.G.V.D.A League business. Submit receipt or invoice to the BOARD for reimbursement.
Sec. 6. It is recognized that those persons serving as Board members, including the appointed position of Recording Secretary, shall in the normal course of their duties, incur miscellaneous minor expenses. To compensate for such expenses, they shall be reimbursed a predetermined amount at the close of each month. Payment shall be contingent upon their successful completion of their duties.
Sec. 7. A predetermined expense allowance shall be allotted for refreshments at all Board meetings.
ARTICLE XIII - RECALL OF BOARD MEMBERS
Sec. 1. Any Board Member may be recalled from office by a 2/3 majority of those present and eligible to vote, at a Board, Special or General Meeting. Members other than board members may institute recall under provisions set forth for Special General Meetings, ARTICLE III,
Sec. 2. Any Board member recalled by the Board may appeal under the provisions set forth in ARTICLE III Sec. 3., 4. Such appeals must be in writing and received by the Secretary no later than (15) fifteen days after the Board's recall ruling. There can be no further appeal.
Sec. 3. Recall voting shall be by secret ballot.
Sec. 4. Should recall take place at a General or Special Meeting, it shall be immediately followed by an election to fill the created vacancy or vacancies. If the President is recalled, the office shall be assumed by the Vice President, after which a new vice President shall be elected. If the successful candidate is a Board Member, a subsequent ballot shall be held to fill the new vacancy.
Sec. 5. Any Board Member who is recalled will not be eligible for office for a period of ( 3 ) three years from the date of the recall.
Sec. 6. Should the President be recalled and file an appeal, his/her duties shall be assumed by the Vice President from the date of the appeal petition until a final determination is made at a special meeting. In the absence of the Vice President, the duties of President shall be assumed by the Secretary, then by the most senior Board member in attendance.
Sec. 1. Policy changes, temporary rulings, and general information may be announced on the weekly result sheets or a supplementary sheet. These policies will be considered to be in force immediately. It is the responsibility of each member to read these announcements. Explanatory note:
( 1 ) All teams are on notice if result sheets from the prior week have not arrived at their home location by league night immediately following the week to be reported.
( 2 ) It is understood that members are responsible for reading any and all S.G.V.D.A. information that has been or should have been posted by league night.
( 3 ) The Captain of each team is responsible for obtaining information from a Board Member when results sheets have not been received at his/her home location.
